<p>Here are a few interesting new points I have gathered that I think are worth commenting:</p>
<ul>
<li>There has been a call by H. Clinton to China to explain the hacking claims of Google. And in the same interesting <a href="http://www.guardian.co.uk/technology/2010/jan/13/china-google-hacking-attack-us">article</a> we read that <a href="http://en.wikipedia.org/wiki/Eric_Schmidt">Eric Schmidt</a> participated last week in a dinner with her to discuss how technology can be used to promote democracy.</li>
</ul>
<ul>
<li>Google has now started <a href="http://www.techcrunch.com/2010/01/13/china-hacking-gmail-secure/">taking measures</a>, and already all the Gmail accounts are encrypted, as far as I know in the whole world, you can check your account and see the address bar now starts with https.</li>
</ul>
<ul>
<li>However, as of my own tests 5 minutes ago, there is no evidence that the search service in Google.cn has changed. I have a good point of comparison because I did similar searches in an <a href="http://chinayouren-free.com/2009/01/14/1205">experiment last year</a>. You can look up things like 08宪章 (political document charter 08) and you will see the Manipulated Results, exactly like last year, with the FM message and all.</li>
</ul>
<ul>
<li>In the <a href="http://news.xinhuanet.com/english/2010-01/13/content_12804080.htm">only article</a> that Xinhua has published about this, there is one quotation by a professor Guo of a Shanghai university: &#8220;the Google case was a reminder to the government that Internet supervision could be more moderate and smarter&#8221;. Never thought I would read that in Xinhua. (thanks to kaplanpop for the tip)</li>
</ul>
<ul>
<li>The actions of Google have gathered <a href="http://chinadigitaltimes.net/2010/01/photo-chinese-netizens-lay-flowers-at-the-google-headquarters-in-beijing/">a lot</a> of <a href="http://www.chinasmack.com/stories/google-threatens-leaving-china-chinese-reactions/">support</a> from Chinese netizens. However, this must not be taken at face value for a survey of Chinese opinion. The large majority of Chinese of course have not even heard about this, and if they have, they have no idea why it is a big deal that foreign company Google may leave China.</li>
</ul>
<ul>
<li>The stock market still has not decided if the PR points gained in the West are worth the business lost in China. The G shares are down  just 1.4% right now. On the other hand, investors have little doubts about Baidu who is up 13,5%. I bet some <a href="http://chinayouren-free.com/2010/01/12/2707">copycat</a> in the B offices is already starting to plot how to offer an online BDocs, BMaps, BCalendar, Bmail, Bwave and even Bphone to the Chinese&#8230;</li>

			<content:encoded><![CDATA[<p>Read <a href="http://www.chinadaily.com.cn/opinion/2009-12/04/content_9117284.htm">this rant</a> against <a href="http://chinayouren-free.com/2009/05/han-han/">Han Han</a> on the China Daily. I have to say I didn&#8217;t like the tone, it reads like it&#8217;s written by an envious loser. But it is the intelligent kind of loser, and he hits the nail on the head several times.</p>
<p>He is absolutely right in the main thesis of the article, as copied below from the lede. And he is also right to say that Han Han messed it up in the interview with Time, and his reaction to that in the Youth Weekend was an embarrassing tantrum that didn&#8217;t fix the situation at all.</p>

<p>Frankly speaking, I was not surprised by the article, Han Han has made many enemies in China over the years, and he should expect them to come at him with the axe the minute he has a faux pas. But he continues to be as arrogant as usual. He knows that inside China, with his post 80s public, he is still invulnerable. Which is probably why Mr. Zhou writes this in English in a paper for foreigners, where he is safe from the Han Han fans.</p>
<p>But back to the point that interests us: the image of Chinese writers in the West. We have already <a href="http://chinayouren-free.com/2009/11/han-han-and-the-big-misunderstanding/">criticized</a> the part of Western opinion in this affair, but I think there is a lot to be said about Han Han as well. He acts like he couldn&#8217;t care less how the Media sees him. If he was a teenage punk I wouldn&#8217;t be surprised, but he is already pushing thirty and judging by his writing, he is not &#8220;without a cause&#8221;. On the contrary, he has a clear notion of justice and he uses his pen to hit <a href="http://chinadigitaltimes.net/2009/11/han-han-these-dogs-are-really-annoying/">where it hurts</a> in the powers that be.</p>
<p>So WHY doesn&#8217;t he give a damn? Any foreign writer, no matter how successful at home, knows that an interview on Time is pure gold to project an image outside the country. It is many $$$ that Han Han could make outside China, many race cars he could pay for, way more than in the Chinese market where he is selling books at 20RMB, and even then losing business to pirates. No, I can&#8217;t believe he doesn&#8217;t give a damn. He does, and at this moment he is still regretting the day he met Time.</p>
<p>And that&#8217;s where I wanted to get. It&#8217;s hard to believe that Han Han isn&#8217;t smart enough to give the Time journalists the meat they are hungry for. He could have prepared a couple of slogans, some Polar bears and Justice in the World, without necessarily going into details. But he is suffering from the same problem as most Chinese at all levels, from Hu JinTao to the last of the provincial spokesmen: they do not understand how to use Western media. They consistently lose at this game, they don&#8217;t even want to learn it, and then they turn into a matter of national pride what was just a matter of technique.</p>
<p>It has to be a consequence of living so long with Xinhua and the People&#8217;s Daily, the Chinese were not <a href="http://www.theatlantic.com/doc/200811/chinese-progress">bad at it before</a>.</p>

When I went to Pudong airport I understood why: the streets were empty in Shanghai, nobody flew at that time because they were all at home with the eyes glued to the TV set, watching as thousands of men and women, looking silly in their flowery dresses, <a href="http://news.xinhuanet.com/english/2009-10/01/content_12165209.htm">marched</a> on Beijing&#8217;s Chang An Avenue.</p>
<p>I had the chance to watch the parade for 30 minutes as I waited to board my plane. I have to say it was beautiful. Sure enough there were  cringeworthy moments, like when the TV showed the communist model peasants, workers and <a href="http://chinayouren-free.com/2009/02/the-worst-in-14-months/">miners</a>, shining like Mario Bros in 256 colours. But of course, a good deal of hypocrisy is always mandatory in these  State events, in China and elsewhere. And regarding the execution, I have watched quite a few of the famous mass events in Pyongyang, and I am pretty sure North Koreans are white with envy watching this one, if their state channel even cared to broadcast it.</p>
<p>All this display of patriotism reminded me of the conversation I had last week with little Yi. It was after we watched an advert on TV, the one where the little girl stands on Tiananmen Square squeaking in that ghastly toddler tone: &#8220;妈妈我爱你!&#8221; (mum, I love you), and a similar girl says the same in Tibetan in front of the Potala temple of  Lhasa. The screen then goes white, and a message comes up: &#8220;祖国我爱你&#8221;.  Motherland, I love you. I don&#8217;t remember which was the company announced, but the advert has been showing continuously for months, and it was the eleventh time I watched it.</p>
<p>I had a delicate stomach that day, and pushed to the limits of resistance,  I couldnt help bringing up the subject:</p>
<p>&#8220;This is ridiculous,&#8221; I said bluntly, &#8220;you can&#8217;t love a country like you love your mother!&#8221;</p>
<p>&#8220;Of course you can,&#8221; said little Yi, &#8220;you don&#8217;t understand the feelings of the Chinese!&#8221;</p>
<p>&#8220;Yeah, right.&#8221;</p>
<p>Babbling toddlers and feelings of the people. That was about as much as I could take before lunch. I regretted I&#8217;d spoken at all.</p>
<p>&#8220;Our country is like a mother for all the Chinese, &#8221; she continued, &#8220;that is what they mean.&#8221;</p>
<p>&#8220;Yeah, OK, except that it is NOT the same. A mother gives you life, she will always love you and no matter what happens, no matter what mistakes you do or how stupid you behave, she will be there for  you. A country, if you fail to comply, will just abandon you or even put you to death &#8221;</p>
<p>&#8220;Well, it is a different kind of mother. If you fail, the punishment is terrible. If you work hard and succeed, the prize is much greater. It is a mighty mother with higher stakes, what is wrong with that?&#8217;</p>
<p>&#8220;Nothing wrong, just that <em>that </em>is not Love&#8221;</p>
<p>&#8220;It is,&#8221; she insisted. &#8220;Or don&#8217;t Christians teach love of God, and isn&#8217;t He much more terrible, that if you fail to behave even your life is not enough, and you get an eternity of pain?&#8221;</p>
<p>&#8220;I&#8230;,&#8221;</p>
<p>I shut up. She had some point there. I don&#8217;t particularly believe in the Christian god, and besides, 2000 years ago they invented a mother Mary precisely to deal with the rough edges of the Old Testament. But it is true that, in religion and in politics, many people in the West feel that same kind of loving feelings as the Chinese. So this was not really a discussion about China, but a more general one on patriotism.</p>
<p>My problem is that I do not accept the word love to refer to a country. For one reason, because I understand love as a feeling that can only happen between persons, perhaps sometimes with animals, but not with things. And definitely not with abstract and easy manipulable concepts like &#8220;nation&#8221;. But granted, this is merely a problem of language, and I don&#8217;t have the authority to prescribe how the word &#8220;love&#8221; should be used, even less how &#8220;爱&#8221; is employed in Chinese. Still, there is a more compelling argument against love for the motherland:  I think it is not in the best interest of the &#8220;loving&#8221; party.</p>
<p>Let&#8217;s look at the facts. Human society has to be organized <em>some </em>way, and the power needs to be held by someone. In the past it was the tribe, the emperor or the feudal lord. Now it is the nation-state, nothing particularly wrong with that.  All forms of organization require the respect and participation of the citizens to work, and it is in the interest of everyone to treat them accordingly, once their legitimacy has been established. Therefore, I understand it is important to respect and work for the improvement of one&#8217;s country, and I try to do it, just like I do for my company or for my university. But love them like a mother?</p>
<p>It might be that I am speaking from a very European perspective&#8211;though by no means mainstream even there.  Perhaps I am failing to take into account the particular circumstances of countries like China. Europeans used to be the haughtiest and most virulent motherland lovers, until their excessive feelings brought about ruin and destruction. Patriotism in China never caused any catastrophe of even comparable magnitude, and instead worked well to save the people from foreign-imposed sufferings. So the feelings of many Chinese are understandable, if not necessarily beneficial today.</p>
<p>And still, the key question we have to ask ourselves is: are these feelings in the interest of the citizen, and in the interest of mankind as a whole? Can the World really be in peace if the relation between citizens and their countries is one of blind love, like child to mother? When there is a conflict of interests, is the loving child not forced to fight for his beloved to the last consequences? Since conflicts of interests and greedy rulers are facts of life that will not disappear, is not the love doctrine in contradiction with the ideal of World Peace that most of us profess?</p>
<p>I would like to hear opinions about this. Of course, I understand that for many sentimental people the feeling of love for their country is very much alive, and there is little to explain since it is just a feeling . But  Chinese tend to be very rational and in control of their feelings, and when they choose to love it is rarely out of blind passion, but rather because they consider it a good option.  I suspect their patriotism is in most cases the result of a prisoner&#8217;s <a href="http://en.wikipedia.org/wiki/Prisoner%27s_dilemma">dilemma</a>: if other countries act patriotic, the only rational attitude is to do the same.</p>
<p>But I wonder if people are actually following this logic (ultimately a defensive attitude) or are really so in love with their country and their flag that they don&#8217;t even think much about it. And if you do think about it, do you actually believe that a peaceful World is possible in the long term?</p>
<p>Perhaps I think too much sometimes. Perhaps the fact that I am writing from Nagasaki, where I have just seen one of the most chilling exhibitions of human-caused horrors, might have some impact on my thoughts today. And still, I stand by all I write here.</p>

			<content:encoded><![CDATA[<p>One more from the fantastic <a href="http://chinayouren-free.com/2008/10/panic-in-the-morning/">world</a> of China mobile.</p>
<p>These last weeks I have encountered what has to be the weirdest form of political activism ever tried in China.  It has happened twice, each time on a Sunday afternoon. It comes in the form of a phone call from an inexistent number. A very professional recording, with the same neutral feminine voice of all China mobile announcements.</p>
<p>First it gives some news about China, the kind you wouldn&#8217;t see on Xinhua. Both times I was walking on noisy streets and couldn&#8217;t get all of it, but  I did understand well the following item, which gives you a general idea:  &#8221;A rock has been found in the province of Guizhou that bears some ancient natural marks ressembling the characters &#8220;gongchandangwan&#8221; (the CPC is finished???)&#8221;</p>
<p>The funniest  part is the end of the recording, where the voice gives you the typical voice menu that goes exactly like this (sorry for the pinyin, the characters would get me blocked again).</p>
<ul>
<li>Nin xiang tuichu gongchangdang qing an yi.</li>
<li>Nin xiang tuichu gongqingtuan qing an er.</li>
<li>Nin xiang tuichu xianfengdui, qing an san.</li>
</ul>
<p>Which is standard menunese for these 3 options:  quit the CPC (press 1), quit the Communist Youth league (press 2), quit the Young <a href="http://en.wikipedia.org/wiki/Young_Pioneers_of_China">pioneers</a> (press 3).</p>
<p>It is very strange that I should receive such communications, as I am obviously not part of any of the 3 groups. The only explanation is, like usual, that I am too liberal with the use of my name card and I must have handed it to some friend in the resistance (unknown to me). Otherwise I can&#8217;t imagine how they got my number, which is not related  in any way to this blog.</p>
<p>In any case,  I must admit I was too nervous to press any of the 3 options, as images of a modern  &#8220;<a href="http://en.wikipedia.org/wiki/Hundred_Flowers_Campaign">hundred flowers</a>&#8221; movement flashed through my mind. Later I have been asking around to my Chinese friends, and at least one of them confirmed she got similar calls to her landline in Shanghai,  causing some minor  panic scenes with her post-CR parents. We are still wondering what happens if you choose option 1, I don&#8217;t know of anyone who tried.</p>
<p>Anyone out there has experienced this? Have you tested the options? Is this, as I suspect,  from the FLG?</p>
<p>In any case, I doubt very much these modern forms of dissent can be really effective. China Mobile are notoriouly bad at solving your problems on the telephone, and this 60 years old problem seems too large even for them to tackle. This does confirm, however, that China Mob has much less control over the content of sms/voice messages than I imagined. This campaign has been going on for at least 3 weeks, and I am sure the company wouldn&#8217;t approve.</p>
<p><strong>Other news</strong></p>
<p>I might go missing for a few days this week because I am headed to the <a href="http://www.edfringe.com/">Edinburgh</a> festival with my old Shanghai friend Caz. If anyone is going to be around let me know. I will be back end of the month with more interesting stories.</p>

			<content:encoded><![CDATA[<p>Many blogs have written about this already, but I still want to do my own post for Xu Zhiyong, who was arrested 3 weeks ago. I have no new information to offer here – info will be forthcoming only when the police decides it – but if you are reading this please do not let the case be buried in the stream of your newsreader. Instead, take this chance to catch up with some background on <a href="http://chinadigitaltimes.net/china/xu-zhiyong/">this</a> <a href="http://thechinabeat.blogspot.com/2009/08/china-behind-headlines-xu-zhiyong.html">extraordinary</a> <a href="http://rconversation.blogs.com/rconversation/2009/08/dark-days-for-chinas-liberals.html">person</a>.</p>
<p>If anyone still harboured doubts as to the integrity and dedication of Xu, here is a new series of <a href="http://home.wangjianshuo.com/archives/zhiyong.htm">posts</a> by Wang Jianshuo, a non-political Chinese blogger known for years for his honest writing, who happens to know Xu personally from the Young Leaders Forum. Xu is one of the rare cases of activists taken seriously by both Western media and the party’s mouthpieces. The last article quoting him on the People’s Daily came out just one week before his office was stormed by the police, and ironically it was about how government <a href="http://theory.people.com.cn/GB/41038/9628621.html">information</a> should be disclosed.</p>
<p>There has been some speculation on the net – especially on Chinese official media – about whether Xu’s NGO really had taxes unpaid and why. This discussion is completely beside the point, unless the Global Times <a href="http://www.globaltimes.cn/www/english/top-news/2009-08/456249_5.html">explains</a> that it is normal to be abducted 3 weeks for a first-time, minor tax offense. No, the real reason why Xu has been arrested can be understood in this Xinhua article issued last <a href="http://news.xinhuanet.com/legal/2009-08/06/content_11838365.htm">week</a>:</p>
<blockquote><p>In the national Justice conference the Minister of Justice Wu Aiying required:  […] lawyers in our country must support the party leaders, adhere to the scientific development concept as a guide, uphold socialism with Chinese characteristics,  ensure the correct political direction in lawyer’s work.</p></blockquote>
<p>The message is simple, you do things with the party or against the party. There is no middle ground, and trying to find it by studying hard and following the law simply will not do. Because the party leaders are above the law.</p>
<p>I am sure many high placed within the party are against this arrest, and I am sure many dare not speak for fear of losing their own position. It is not the first time I get to this conclusion: we will see real change in China the day there is some real leader with enough cojones to change things. Deng said “Reform” and reform it was, these ones say “<a href="http://news.xinhuanet.com/english/2009-01/20/content_10692410.htm">rule</a> of <a href="http://news.xinhuanet.com/english/2009-06/10/content_11516297.htm">law</a>”, and what a joke for the World. Bad times for the honest Chinese people.</p>

			<content:encoded><![CDATA[<p>Following last week’s posts about Xinjiang conflict, I see this AFP dispatch: <a href="http://www.google.com/hostednews/afp/article/ALeqM5hy8DoBvCFjoZL75bhHlQQC0PyqiA">China promotes Xinjiang armed police chief</a>. Mr. Dai,  the man at the top of the armed police has been promoted. Which means that the first of the failures I noted in the last post (i.e. failed to protect the citizens on 5th July) has not been recognized as such. This is hardly surprising. Chinese leaders measure success by the yardstick of <em>stability and harmony, </em>and from this perspective Mr. Dai’s performance was remarkable. Suddenly faced by a conflict of unprecedented violence, with the World’s media right at his doorstep, he managed to stabilize the situation in record time. How much articles like <a href="http://blogs.telegraph.co.uk/news/peterfoster/100002643/urumqi-criticism-and-credit-for-the-chinese-police/">this</a> have contributed to his promotion, probably we&#8217;ll never know.</p>
<p>In the meantime, my Xinhua RSS is spitting the following headline: <a href="http://news.xinhuanet.com/english/2009-08/14/content_11879010.htm">Zero refusal for foreign reporters</a>. The State Council has announced this new policy that will ensure better treatment of foreign journalists requests, which will have from now on the right to be denied (as opposed to being ignored). Now, I don’t dream for a second that this is going to change the situation substantially – this <a href="http://cmp.hku.hk/2009/08/13/1702/">blogger</a> might take me to task if I did – but let’s say it is positive that at least somebody in the State Council understands the key issue: the consistently poor image that the Chinese government’s is giving to foreign media, and by extension to the whole World. In any case, this decision is directly connected with the succesful experience of media opening during the Xinjiang conflict.</p>
<p><strong>TLR conclusion</strong></p>
<p>Just have a quick look at what comes from Xinhua these days, with <a href="http://news.xinhuanet.com/english/2009-08/12/content_11871876.htm">fairs</a> in Urumqi and <a href="http://news.xinhuanet.com/english/2009-08/14/content_11878379.htm">diplomats</a> (even Turkish ones!) visiting Xinjiang for an oil rubbing session. Meanwhile, Rebiya finds no more countries to host her speeches and the slightest attempt of a comeback from the Western Media is rapidly <a href="http://news.xinhuanet.com/english/2009-08/13/content_11878328.htm">thwarted</a> by glorious internet friends.</p>
<p>The unmistakable scent of victory is in the air. The party is satisfied with how it all turned out, and prizes are handed to the heroes. Wang Lequan and Hu will probably benefit from this, and with them all the proponents of <em>stability-uber-alles</em>. Congratulations from my little blog.</p>
<p>However, there is  a downside. Singing victory so quickly  means that the problem is seen as a one-time event, an outside attack masterfully controlled by Wang and his men. But all seems to indicate that there are deep contradictions in Xinjiang and in China’s interethnic policy as a whole, and ignoring this reality can only spell trouble in the near future. To make matters worse, by imprisoning China’s <a href="http://rconversation.blogs.com/rconversation/2009/08/dark-days-for-chinas-liberals.html">best men</a>, the leaders effectively blind themselves to the only reliable way of understanding the problem: independent field <a href="http://blog.foolsmountain.com/2009/06/02/an-investigative-report-into-the-social-and-economic-causes-of-the-314-incident-in-tibetan-areas/2/">research</a>.</p>
<p>Is this really a victory for the long term sustainable development of China? I am afraid not.</p>

<p>But seriously. It’s been a month since the events of Urumqi, and it feels like there hasn’t been much done in the way of analysis. All the channels of the media were red hot for a week, but they cooled down as soon as the blood dried on the streets, and no new insights are forthcoming. Too soon the debate has been hijacked by unproven claims of opportunists like Kadeer, and the predictable responses from China. The peace loving Uyghurs and Han who lost their lives in Urumqi deserve better. </p>
<p>So yes, I am consciously watching XJTV, and I suggest you do the same. For lack of anything better and in protest against the rest of the media establishment, both Chinese and foreign. Because no matter how awkward XJTV’s efforts might seem, at least this TV station is doing its job. </p>
<p>The events of Xinjiang are more important than the bland Summer coverage would lead us to imagine. It is probably the most deadly single political riot that has happened in China since Tiananmen 1989. It is also the only major case of social unrest where the international press has been granted permission to report from the ground. And there are important lessons to draw from the experience, particularly in the fields of 1- Media and 2- China’s policy.</p>
<p><strong>The Chinese Media</strong></p>
<p>I am and I will always be against State-controlled media, and every person I respect here, some CPC members included, agrees with my point of view: without the freedom to blame, all comment is <a href="http://chinayouren-free.com/instructions">meaningless</a>.</p>
<p>But precisely because we don’t believe in that media, we don’t expect too much from them. After all, it is not the fault of the writers or editors if they live in such a system, not everyone can be a hero. From this relative point of view, we can say that the Chinese media – or the CPC, which is the same in this case &#8211; has done a good job.</p>
<p>Indeed, one interesting phenomenon in the aftermath of the July 5th events is the media’s role in calming things down on the Han side. We made fun of all those silly heart warming <a href="http://shanghaiist.com/2009/07/09/china_pr_showing_kindness_post-xinj.php#comments">articles</a>, but probably the love talk was crucial at a moment where ethnic feelings were getting out of <a href="http://www.scmp.com/portal/site/SCMP/menuitem.2af62ecb329d3d7733492d9253a0a0a0/?vgnextoid=9efd03af3e552210VgnVCM100000360a0a0aRCRD&amp;ss=China&amp;s=News">control</a>. How many times in the World have you seen interethnic clashes* killing more than a hundred to simply peter out in 2 days with no more than moderate force applied by the State? </p>
<p>By choosing to focus on the positive, turning the blame on external elements and being loyal to the principle of harmony, the Chinese media did a valuable service to their country and probably avoided many more deaths. This might seem obvious now with hindsight, but it might have been just as easy for them to try to appeal to the pride of the Han and disaster would have ensued. </p>
<p><strong>The Free World Media</strong></p>
<p>But what about the media from the free World? </p>
<p>The Xinjiang events were of particular interest for many of us following the debate of <a href="http://www.anti-cnn.com/">anti-China</a> bias in the Western media. In the highest point of the discussion, after the Tibet 2008 events,&#160; the Western media always had the point that, since they had been banned from the area, they couldn’t be held accountable for inaccuracies in their reporting. Now we have the first major riot where this argument is not valid. The time is to evaluate the results. How well have they fared?</p>
<p>In my opinion, it has been disappointing, at least for two reasons.</p>
<p>1- In a large part of the media there was a clear prejudice against the Han and against the authorities. Not all were as extreme or ignorant as this <a href="http://www.zonaeuropa.com/20090708_1.htm">example</a>, but the principle was clear: their mission was to witness how inhuman the Chinese system is. Even if some of them later moderated their reports, the harm was already done, and when travelling in Europe mid-July I found it a common opinion that “China is slaughtering its minorities again”.</p>
<p>2- Fortunately, free media IS to some extent free and diverse, and we have seen some examples of fair reporting from the ground. In particular I was following the Telegraph journalist Peter Foster, who did a great job of reporting honestly what he saw. And then, I got to this <a href="http://blogs.telegraph.co.uk/news/peterfoster/100002643/urumqi-criticism-and-credit-for-the-chinese-police/">article</a>, only 4 days after the events, and to my despair he announces that he leaves on holidays. Like blogger B&amp;W Cat <a href="http://www.blackandwhitecat.org/2009/07/13/how-did-a-protest-become-mass-murder/">noted</a>, almost all the others soon followed suit and, to this day, nobody has told us what really happened in Xinjiang.</p>
<p>In the meantime, Xinhua and the others stayed at their posts, showing the Chinese and the World who really cares about Xinjiang, and who really cares about China.</p>
<p><strong>Some Conclusions</strong></p>
<p>There is something very wrong with the World media, and it is something much deeper than a anti- or pro- China stance. It has to do more in my opinion with how it is organized. Remember the line:</p>
<blockquote><p>By pursuing his own interest he frequently promotes that of the society more effectually than when he really intends to promote it.</p>
</blockquote>
<p>It is a pleasure to read Adam Smith and imagine that, indeed, the invisible hand is working every day to make our lives better. And yet, this example has made clear that if there is one industry were the hand cannot work it is the media. That is, of course, unless we accept that its role is to produce “the truths we like to hear” in the same way as the role of Apple is to produce computers we like to use.</p>
<p>Because that is exactly the problem. The minute the media sees that there are no obvious CPC crimes, that the police is handling the situation well, and that actually a communist authoritarian regime <em>sometimes </em>does things better than a democracy, this is not interesting. It is not even about political lobbies or advertising companies’ pressure, it is simply that most readers <em>don’t like it</em>. It is more comfortable to live with their solid categories, Islamism bad, communism bad, democracy good. And the invisible hand says: journalist shut up.</p>
<p>There is a lot of talk on the internet about the future of traditional newspapers, and many are analyzing the reasons for their demise. Well, how about this one: </p>
<p><em>There has been a major political riot, the most deadly in 20 years in the most important rising country in the international scene, and the media has still not even attempted to explain the reasons behind the events, instead working full-time as a mouthpiece for a self-appointed leader in Washington with very dubious legitimacy, and who might possibly be connected with the terrorist group who has organized the killings of more than 100 people.**</em></p>
<p>I am not so idealistic to think that internet and blogs are going to change the situation. The information lobby will always be powerful, whatever the shape it takes, and in the end the mainstream reader will always read what he wants to read. </p>
<p>For the people who care, the only hope, now as always, is in diversity. And fortunately the internet works in the right direction for this. <p>* <em>Interethnic clashes:</em>&#160; whether or not the initial violence was organized by terrorist elements, by the time the Han mobs went out with bats it clearly became an interethnic clash.</p>

			<content:encoded><![CDATA[<p>My anonymous friend N. has sent in this picture recently taken in an underground station in Shanghai Xuhui. It is a poster depicting a (Kazakh?) horseman riding with a baby just at the moment when a Shanghai policeman has engaged him in a vicious exchange of toothiness.</p>
<p>Government slogans are some of the phrases that I find most difficult to translate from Chinese, perhaps because they don&#8217;t usually make sense.  Anyway, here is my take:  &#8220;Policemen harmoniously build peace&#8221;. And the three sub-slogans on top:  &#8220;Penetrate the bases&#8221;,  &#8220;Penetrate reality&#8221;, &#8220;Penetrate the masses&#8221;.</p>

<p>Yeah, said like this, it sounds like something out of 1984, but that&#8217;s only if you are not used to Chinese government slogans. This is a PR campaign that has been done many times <a href="http://news.xinhuanet.com/misc/2007-01/11/content_5590662.htm" target="_blank">before</a> in China. The objective is to show the police close to the people, as explained in this old article in the Xuhui district website.</p>
<p>We already saw some similar campaigns in late 2008, and more are sure to come this year, as the government takes every possible measure to avert risks of instability.</p>
<p>On the other hand, I am not sure how necessary this is. From my own observations, policemen here don&#8217;t have the bad image they have in some places in the West. They tend to be quite humble, they rarely use violence, and they get yelled at by the citizens they are supposed to protect. More than once I&#8217;ve had them visit my house at midnight, just to shyly ask us to please turn down the music and try to not let more people in if we don&#8217;t mind.</p>
<p>So  I have to say that, at least in Shanghai, the government has done a good job of managing police PR. Even I find it hard to believe that it is this same 公安 (police)  who arrests activists and bloggers,  the same who kicks villagers out of their old houses marked for destruction.</p>

<p><strong>NATIONAL PEOPLE&#8217;S CONGRESS -</strong> Let&#8217;s admit it. We&#8217;ve been watching closely the NPC, we read all the material available and we have written about it. And yet, this year again, we have no clue what the NPC is for. According to their own website, the NPC has <a href="http://www.npc.gov.cn/englishnpc/Organization/2007-11/15/content_1373013.htm" target="_blank">legislative</a> functions, so we tend to compare it to a Western parliament.  Some Chinese have compared it to a <a href="http://chinayouren-free.com/2009/03/npc-the-internet-and-online-democracy/" target="_blank">Carnival</a> instead, and Party top leader Wu Bangguo has <a href="http://news.xinhuanet.com/english/2009-03/09/content_10975225.htm" target="_blank">stated</a> very clearly:</p>
<p style="padding-left: 30px;"><span>&#8220;The people&#8217;s congress exercises state power in a unified way&#8221;</span><span>, that is  &#8220;different from the Western model, which separates the powers of the 3 departments.&#8221; </span></p>
<p><span>His speech asserted that &#8220;China will never copy the Western political systems&#8221;,  going to great lengths to explain the advantages of the &#8220;socialist system&#8221;. No separation of powers, that is the key. He could have saved the effort and drafted a shorter speech: </span><span>&#8220;We will continue to monopolize the power because we think it is the best for our country (and for us)&#8221;. Which feels very much like a direct response to Wen Jiabao&#8217;s <a href="http://news.xinhuanet.com/english/2009-03/05/content_10947832.htm" target="_blank" class="broken_link" rel="nofollow">political reform statements</a> 5 days earlier during the same</span><span> Congress.</span></p>
<p><span> I</span><span> will leave the high level tea leave reading to the <a href="http://chinesepolitics.blogspot.com/" target="_blank">professionals</a>, but I count already two <a href="http://www.telegraph.co.uk/news/worldnews/asia/china/4637039/Chinas-next-leader-in-hardline-rant.html" target="_blank">hardline</a> statements from top level politburo members in less than a month, while Wen JiaBao&#8217;s constant democratic initiatives get little echo. I am of the opinion that Wen is untouchable this year, while economic and political hazards require the full support of the Chinese people to the party. But as soon as the danger is past, I wouldn&#8217;t be surprised to see him unexpectedly retire.<br />

		<description><![CDATA[There was some buzz last week on the Chinese internet about this supposedly new concept of  Online Democracy. The excitement started with the weird &#8220;<a href="http://www.zonaeuropa.com/20090221_1.htm" target="_blank">elude the cat</a>&#8221; story, and then continued when Premier Wen JiaBao chatted online with &#8220;internet friends&#8221; .  David Bandurski of the China Media Project, who has been watching these things for a long time, was rather sceptical, although  some interesting ideas appeared in his <a href="http://cmp.hku.hk/2009/03/02/1502/#comment-648" target="_blank">comments</a>.</p>
<p>I go back to this because I am surprised there hasn&#8217;t been much said about the internet chats that for the first time have been organized with legislators participating in the NPC-CPCC Annual Sessions. Where has all this gone?  Not even the Chinese language internet seems to be very interested, judging by the search 网络民主.  It is obvious that without a strong push of the propaganda machinery the &#8220;internet friends&#8221; don&#8217;tpay much attention to these initiatives.</p>
<p>And why didn&#8217;t the State Media push it this time? Perhaps they are bored of it already, or perhaps  not everyone was very hot for the idea of &#8220;online democracy&#8221;. For example,  NPC chairman Wu Bangguo, one of the strong men in the politburo standing committee, who made these encouraging statements <a href="http://news.xinhuanet.com/english/2009-03/09/content_10975225.htm" target="_blank">yesterday</a>.</p>
<p>In the end, it is not so much about democracy (that&#8217;s too big a word for the NPC), but more about trying to give it some sort of role in participatory politics that would allow the legislators to take into account at least some requests of the public. The problem is, this year again, the NPC has given an image of being just a big annoying &#8220;Carnival&#8221;,  where the guest&#8217;s only role was to clap at the words of Mr. Wu.</p>
<p>Did I say the only role? No wait, the deputies  also have the duty of making proposals, and some of them must be pretty talented, judging by their phrases <em>&#8220;amazing like thunder&#8221;</em>.</p>
<p><strong>ULN takes you for a browse</strong></p>
<p>But follow me for a minute as I browse the Chinese internets, see what interesting things we can find on this subject. A good place to start is <a href="http://www.izaobao.com/1824.html" target="_blank" class="broken_link" rel="nofollow">izaobao</a>, with their daily roundup of bloggy stories:<span id="more-1680"></span></p>
<blockquote><p>以前我很关心两会，因为那时候很傻很天真，认为这两场嘉年华真能改变些国家民族的命运。现在我还是很关心两会，因为总有些的<a href="http://news.sina.com.cn/c/2009-03-09/030315276736s.shtml" target="_blank">雷人语录</a>，给无趣的生活带来了很多有趣. 这些雷人语录（简称雷语，<a href="http://www.wangxiaofeng.net/?p=2607" target="_blank">三表老师原创</a>）自然轻易就占据了媒体网络的头条，因此<a href="http://www.my1510.cn/article.php?b62cc030c428101a" target="_blank">也带来了另一个问题</a>，大家把太多目光聚集在雷语上，可能就忽视了春风——那些真正有价值有专业水平的提案。我相信我们的代表委员绝不会全都是倪萍奶奶那样的智商水平，其中应该不乏精彩的提案，可是为虾米不公开给大家看呢？以现在的技术手段，应该不是什么难事吧。</p>
<p>I used to pay attention to the NPC-CPCC, because I was stupid and innocent, I used to think these 2 &#8220;carnivals&#8221; were really going to change the destiny of the Chinese people. Nowadays I still pay attention to them, because there are always &#8220;thundering statements&#8221;（雷人语录), which bring interest to an otherwise boring life  (&#8230; ) this also brings another problem: everyone is paying too much attention to the &#8220;thundering  statements&#8221; and possibly missing some of the &#8220;spring breeze&#8221; &#8211; that is, those proposals that might have some value and professionalism. I am sure in our NPC-CPCC not all have the IQ of<strong> NiPing</strong>, there must be some with excellent proposals. But why don&#8217;t they do it in public, with the technological means we have today?</p></blockquote>
<p>And that&#8217;s what I ask myself, why not in public? Let&#8217;s try to follow some links and find out:</p>
<p>First, this cue of deputy <strong>NiPing</strong>, it  is not linked here but we will easily google it. <a href="http://www.wenyunchao.com/?p=10086" target="_blank" class="broken_link" rel="nofollow">There</a> you are, it is a funny story: the typical embarrasing situation where an older lady that could be anybody&#8217;s mum tries to use buzz words of the online community, like <strong>shanzhai </strong>(山寨). The uncoolness she radiated could be sensed all the way from Guangzhou, were finally this <a href="http://www.wenyunchao.com/?p=10086" target="_blank" class="broken_link" rel="nofollow">blogger</a> saved the World by proving that she had no idea of what she was talking about, even though nobody really knows what this rapidly morphing word means.</p>
<p>Forget NiPing. Let&#8217;s follow the links on the Izabao article. One of them goes to our familiar <a href="http://www.wangxiaofeng.net/?p=2607" target="_blank">&#8220;3 watches&#8221;</a> blogger, who attempts to coin or re-coin the term  <strong>雷人语录</strong> (thundering statements) into the shorter and perhaps cooler  <strong>雷语</strong> (er.. thundering statements). Wondering if the Chinese internet slang really needs any more innovations, we leave this blog  and continue our quest for some <strong>Thunder material</strong>, wishing &#8220;3 watches&#8221; luck with the promotion of his new word.</p>
<p>OK, don&#8217;t get impatient. We are almost there.  Let&#8217;s check on the link to  <a href="http://news.sina.com.cn/c/2009-03-09/030315276736s.shtml" target="_blank">Sina</a>, which brings us some pretty thundering stuff straight from a <a href="http://cqsb.cqnews.net/" target="_blank" class="broken_link" rel="nofollow">newspaper</a> in Chongqing,  the &#8220;Chongqing South Journal&#8221;</p>
<blockquote><p>据中新社电 全国“两会”期间，人大代表和政协委员踊跃建言，“炮声”隆隆。不过在“炮声”之外，也有不少代表、委员发表的一些“异类”观点，被网友用时下很流行的一个词“雷人”来形容。</p>
<p>According to China News, the NPC-CPCC is on, and the deputees are enthusiastically advising, with a rumble like a cannon. But apart from the &#8220;cannon&#8221; activity, there are also some atypical points of view, that the internet friends describe with the buzz word &#8220;<strong>thundering</strong>&#8220;</p></blockquote>
<p>What are these thundering points of view? Something we need to look into more carefully. The article gives 3 interesting examples that we will skim-translate, so that you can get the gist of it:</p>

<p>This  is about the problem of access to schools. Deputy and Schoolmaster Liu ChengMing says:  &#8221;It is a normal phenomenon, some people&#8217;s children are only missing a few points to get into a school, they wish there was another way to compensate, and there you go: you spend a little bit of money and get in, that is the most normal thing in the World. Some experts say that the money shouldn&#8217;t break the equality given by the points, but this is a rigid attitude. If someone gives me 5Million, even with 20 points less for sure I would admit him, then keep 1Million for the school and give 4 to other schools!!</p>
<p><strong>Thunder N.2: Lin JiaXiang is a great Cadre!</strong></p>
<blockquote><p><strong> “林嘉祥是个好干部。”</strong></p>
<p>去年底，深圳市海事局党组书记林嘉祥涉嫌猥亵女童一事闹得沸沸扬扬，事后，林嘉祥被撤销职务。但在本次“两会”，全国政协委员、交通运输部海事局常务副局长刘功臣却为林嘉祥叫屈。刘功臣说，林嘉祥“是一个很好的干部，谁不会有喝醉酒的时候呢”。他认为，林嘉祥遭遇了网络暴力，“网络是可以杀人的，他就是个倒霉蛋。”</p></blockquote>
<p>This is about a party secretary in Shenzhen who was suspected of molesting girls and removed from office. NCP deputy and minister of transport etc.  Liu Gongchen said:  &#8220;Lin is a great cadre, come on, who hasn&#8217;t been drunk sometime&#8221;.  And adds: &#8221; the internet can kill people, he is just an unlucky egg!!&#8221;</p>
<p><strong>Thunder N.3:  Just give a woman a hen&#8230;</strong></p>
<blockquote><p><strong> “如果给一个女人一只母鸡……”</strong></p>
<p>全国政协委员张晓梅建议，应加大发挥女性的社会优势，倡导女性精神应对经济危机。她举例说:“如果给一个女人一只母鸡，她会节俭下自己的口粮， 饲养它生蛋孵鸡，并在鸡与蛋的循环中，帮持家用，供弟妹上学，继而产生无限生机和力量；如果同样一只母鸡给到一个男人手中，最有可能的结局是炖了被用来当 作下酒菜。”</p></blockquote>
<p>This CPPCC member Zhang Xiaomei suggested the feminine spirit is the best to deal with the economic crisis. &#8220;If you give a woman a hen, she eats sparingly, feeds the chicken until it lays eggs..blahblah.. take the children to Beida with the proceedings and what not. But give the hen to a man, most probably he will eat it. An internet friend commented: then the best against the crisis is sex change surgery.</p>
<p><strong>On to 1515</strong></p>
<p>Whatever, that was a good read and we are beggining to get tired of so much translation, even if it is approximative. Let&#8217;s switch to the <a href="http://www.my1510.cn/article.php?b62cc030c428101a" target="_blank">1515.cn</a> link, see what we can find there. Finally, we do find some kind of serious analysis here.  Or perhaps not, it is a column posted on Xinhua&#8217;s <a href="http://www.xinhuanet.com/herald/" target="_blank">herald</a>.</p>
<blockquote><p>[...] 前两天和一位政协的领导聊天，他说，你们媒体每年都会问，为何有些政协委员又请假了，追得紧了，自然会对这些老是清假的委员们产生压力，他们以后 就不敢了。我倒是没有这样乐观，因为对一批政协委员来说，这个头衔不是他们自己想要得，而是作为一种荣誉和社会地位主动给与他们的，既然他们从来没有想要 过，那来自外界的压力，又怎样会改变这样的状况  [...] 不过对于那些雷人的议案，公众在批评和议论之余，还应该看到这样一点，毕竟因为提案并不是完全公开，大家能够知道的，只不过是数千份议案 中的很小很小的一部分，因此这些被媒体曝光，或者是代表委员们自己向媒体透露，或者是透过代表委员们自己开设的博客主动向公众阐述的，不能够反映代表委员 们的普遍水平。[ ... ]   好的议案被忽略有几个原因，第一是媒体缺乏信息来源，因为不是每个委员代表都愿意公开自己的提案，很多人愿意低调的实实在在的做 事情，第二则是因为媒和公众本身，媒体觉得不吸引眼球，而这种判断，是因为公众对于严肃的问题缺乏兴趣，这也就让那些雷人的议案传播效应越来越大.</p></blockquote>
<p>After explaining the origin of the expression &#8216;Thundering&#8221; (雷人）from Japanese cartoons and a few other things, the author speaks about his chat with a CPCC  deputy, who says that media puts a lot of pressure on some members to attend the meetings and stop asking for holidays.</p>
<blockquote><p>But the situation will not change because many didn&#8217;t really choose to be CPCC members, it is just a honour and social status given to them. They have no capability and no willingness to participate. Perhaps we should consider other ways to reward these guys instead of forcing them to seat  in the boring NPC-CPCC every year. There are already enough proposals in the CPCC so perhaps they should just resign.</p>
<p>Among the thousands of proposals that are issued in the NPC-CPCC, the ones that everyone can see are only a tiny part.  They surely don&#8217;t represent the general level of the deputies. The media does not publish many proposals of deputies either because many of them don&#8217;t want to make statements in public, or just because the proposals are too serious and would not attract the readers, which is precisely the reason why the &#8216;Thunders&#8221; do go public.</p></blockquote>
<p><strong>Some notes</strong></p>
<p>So there you go, a few different points of view from the chinese blogosphere. Note, these Chinese blogs are not necessarily representative of the mainstream opinions in the Chinese internet, but rather of what is &#8211; in my opinion anyway- the intelligent fraction of the Chinese internet.</p>
