More on Han Han and post 80s isolationism

Read this rant against Han Han on the China Daily. I have to say I didn’t like the tone, it reads like it’s written by an envious loser. But it is the intelligent kind of loser, and he hits the nail on the head several times.

He is absolutely right in the main thesis of the article, as copied below from the lede. And he is also right to say that Han Han messed it up in the interview with Time, and his reaction to that in the Youth Weekend was an embarrassing tantrum that didn’t fix the situation at all.

Frankly speaking, I was not surprised by the article, Han Han has made many enemies in China over the years, and he should expect them to come at him with the axe the minute he has a faux pas. But he continues to be as arrogant as usual. He knows that inside China, with his post 80s public, he is still invulnerable. Which is probably why Mr. Zhou writes this in English in a paper for foreigners, where he is safe from the Han Han fans.

But back to the point that interests us: the image of Chinese writers in the West. We have already criticized the part of Western opinion in this affair, but I think there is a lot to be said about Han Han as well. He acts like he couldn’t care less how the Media sees him. If he was a teenage punk I wouldn’t be surprised, but he is already pushing thirty and judging by his writing, he is not “without a cause”. On the contrary, he has a clear notion of justice and he uses his pen to hit where it hurts in the powers that be.

So WHY doesn’t he give a damn? Any foreign writer, no matter how successful at home, knows that an interview on Time is pure gold to project an image outside the country. It is many $$$ that Han Han could make outside China, many race cars he could pay for, way more than in the Chinese market where he is selling books at 20RMB, and even then losing business to pirates. No, I can’t believe he doesn’t give a damn. He does, and at this moment he is still regretting the day he met Time.

And that’s where I wanted to get. It’s hard to believe that Han Han isn’t smart enough to give the Time journalists the meat they are hungry for. He could have prepared a couple of slogans, some Polar bears and Justice in the World, without necessarily going into details. But he is suffering from the same problem as most Chinese at all levels, from Hu JinTao to the last of the provincial spokesmen: they do not understand how to use Western media. They consistently lose at this game, they don’t even want to learn it, and then they turn into a matter of national pride what was just a matter of technique.

It has to be a consequence of living so long with Xinhua and the People’s Daily, the Chinese were not bad at it before.

China and the World Map of the Internet

I was tinkering with some statistics last night, considering that strange idea of the Insularity of the Chinese Internet that we’ve been discussing lately. The expression itself is odd, because “internet” and “insularity” form an oxymoron, but you hardly notice these things when you live here. It’s normal routine in the land of socialist market economy.

Whatever we make of the phrase, the fact is that it comes up every time, whether we are speaking of language, media or politics,  all seems to point in that direction.  The pictures below are my attempt to draw a World Map of the Internet to illustrate this insularity, using the data from the site Internet World Stats.

Here is the first idea I had: I got the statistics of all countries with more than 10 Million internet users, that makes 32 in total, from China to Morocco. Then I did an Excel chart where each bubble has an area proportional to the internet users of the country, and crucially, I filled the bubbles with code from the Matrix. Result: the World Map of the Matrix:

One interesting thing in the map above is that Asia is already the largest internet area in the World. Amazing—but not really, after all, it has by far the largest population. And this is nothing compared to what is coming: with the growth of India and China the internet is going to be an Asian joint in the next few years. No hit will be really global on the net without them. Up to now, most people on the net were from developed countries, from now on the majority will be from developing ones. The close contact between our societies will have important consequences online and off. That is, supposing we really manage to connect.

But when we speak of the internet, it doesn’t make much sense to look at political boundaries. There is no such a thing as border controls online, what really unites or divides the peoples is culture. An in particular, the most important parameter is language: regardless of your national origin, what defines you as an user is the language you surf in. That is the reason why my browsing habits look more like this blogger’s than like anyone in my country: ESWN and I have completely different backgrounds, but we have in common our surfing languages.

So I looked up the statistics of the 10 most used languages on the internet, from English to Korean. This time I coloured the bubbles with flags, and I placed them roughly on the center of gravity of their community of speakers. The result is the map of Surfing Languages:

Still, the map is not great. Many of the speakers in the massive English bubble are actually Indians, Spanish should be both in America and in Europe, and Australia is completely out of the picture. Physical distance has no meaning on the net, even less than political boundaries. It becomes clear that geography is of little use for my purpose, so we might as well dump  Gmaps and stick to the bubbles.

My new diagram looks like this, where all the major internet communities are represented together in a Cloud. We are all interconnected, and the only solid differentiator is language. Two people might share a hobby, like soccer , but they don’t go to the same websites if they surf in different languages. Most of the media and resources on the internet are not translated into other languages, but rather re-written and re-interpreted by native bloggers/journalists, who function as border control among the communities.

One of the things we see on the Cloud is that all the communities are touching each other. But I’m afraid this is not a very precise picture. Normally Russians don’t translate Japanese content, neither do Portuguese translate Arabic. The English language has a crucial role on the internet today, because in most cases it is through English that the rest of the languages communicate: Most content is translated first to English and from there to the other communities. The English bubble, including users from all over the World, is the Center of the Internet.

Another problem with the Cloud is that it shows all the communities equally interconnected, which is not very realistic. Users who speak European languages are much more likely to read English. The Spanish community, for example, includes many Americans who surf English sites as much as their own language. Actually, most of the language bubbles share a significant part of their pixels with the English bubble, so we can represent the Map as a sort of Venn diagram:

We see the new Map is very different from the previous one. Now there is a cluster of Western languages that share a lot of content with English, two more languages that share a bit, Russian and Arabic, and then the three languages that form the core of the Asian internet today: Chinese, Korean and Japanese. And you may have noticed that I have drawn Chinese at a distance from the rest.

For various reasons that we will see, Chinese don’t use Facebook, or Twitter, or Youtube, or MySpace, or eBay. They don’t read Boing Boing or the Huffington post, and they chat in their own QQ chatrooms. They rarely receive the viral emails that we receive, and instead they get others like this one. They have all the things that we have and some more, but they built them in parallel in their separate parcel of the internet.

Whereas the sizes of the bubbles above are based on quantitative data collected by a respected source, the positions are only decided by semi-informed feeling. Any reader could argue that China should not be so far right. There is Hong Kong,  Chinese-Americans, even mainland Chinese who do surf in English. And I will be forced to admit that the Venn Map is flawed, because it fails to show this.

But in such a fast changing World like the Internet, position really means nothing. What holds today may be different tomorrow. What is really significant is the dynamics: which direction is China going, and how will the internet look in 10 years? Everybody agrees that China’s internet community is growing very fast, and that is natural. The worrying part is that it might also be moving away from the rest.

Third iteration: The Dynamic Map

Because in Western countries internet penetration is already very high and India is still lagging behind, in the next 10 years the Chinese internet will become almost as big as all the rest together. If it continues to diverge, it may grow into a parallel network, like a dark side of the moon, a vast, self-sufficient island that the government can cut out at any moment and most people inside it don’t even notice the difference. This defeats the whole idea of the www.

Whatever the real magnitude of the problem, it is clear to most observers that there is a disconnect between China and the rest of the Internet, and there are powerful forces pulling them further apart. Fortunately, there are also forces working to balance this, and the results in the coming years will very much depend on how those factors play against each other. Here is how my new map looks now:image4

The Forces of the Internet

As we saw before in this blog,  some of the main factors that keep China separate from the World are the following, shown in red in the chart:

  • Linguistic, as we saw in this post, where we proved that Chinese language is beautiful and unique in many ways, but it makes it very difficult for Chinese and foreigners to connect.
  • Cultural, in the broad sense of the word, meaning that the communities have so different views and values that they cannot understand each other. This includes the problems with the Media.
  • Political, the deliberate actions of the CCP in  multiple forms, including Nannies, the Great Firewall of China (GFW) and directly arresting people, as we saw here.

And in green the main factors that go in the opposite direction. Here they are in detail, for the optimists to rejoice:

  • The growing number of bridge bloggers and other internet uses that work to connect the two communities. These include not only the English language Chinablogs, but mainly Chinese people who translate foreign media and other content on the Chinese internet. From this humble blog I also did my bit against the GFW.
  • The post 90s and 80s generations that already dominate the Chinese internet. Their personal tastes in arts, music or cinema will probably be more international, and push them to connect with the World. This point is object of debate though, and some Westerners are very skeptical of the post 80s.
  • Business is one of most important factors that link China to the World. Since the construction of the EU, it is no secret that commerce can achieve the most ambitious goals in World Peace, so whatever your take is on those business minded Chinese, they are probably the main force that is still keeping the Chinese Island connected and holding the World Wide Web together.

The “Demise of the Media” seen from China

There’s been a lot of things coming up lately in the field of “demise of the media“. In particular in China we have seen the spectacular series of posts by James Fallows and others, casting some light on the results of Obama’s visit to China. For the Old vs. New media debate this cannot count as a hit, because both sides in the discussion were newspaper people. But China has a way of making things more interesting, and here we see the whole thing from a different perspective.

Nobody really cares about the “demise of the media” in the country of People’s Daily, instead the media debate here is framed in terms of pro-China vs. anti-China. Obama’s visit is a great case for analysis, because this time the controversy is too obscure to excite the masses, and we can look at it without the polarizing effects of the West-nut and Fenqing friends.

In all the discussions about the bias of Western Media, I have always stood in an uncomfortable middle ground: I do not agree that there is a World conspiracy to damage China’s image, but I see there is some serious bias in many of the news items, and I try to understand the reasons for this. This is my attempt to offer an explanation: it has to do with the three main powers that, in different proportions, influence all mass media: The States, Business and the Readers.

  • Media predominantly controlled by The State. This includes some of the main Western players like BBC or NPR, together with the bulk of the Chinese media. The key for them to work is the existence of credible mechanisms to ensure their independence from the governing party, which is impossible in countries where party and State are not distinct. In some cases, like the BBC, they can produce quality results, but the system is not scalable: if ALL media was controlled by States, credibility would be seriously compromised.
  • Media predominantly controlled by Business, whether it is the media corporations themselves or their major advertisers. This can include papers like the WSJ and News Corp, and also many local newspapers whose readership is (was) secured for geographical reasons, and whose main challenge was not really to get more readers (the population in their territory was limited) but to obtain the best advertising deals with the local business establishment.
  • Media predominantly controlled by Readers is the one that strives to please as many readers as possible to increase its circulation. Examples include the British tabloids and a large part of the Internet Media. The fight to obtain more Readers has always been important from the times of Pulitzer, but with the  new technologies and the crisis of the newspapers, it has become vital. On the internet, nobody cares for Corporate opinions, or even for the laws of a State. The only valid parameter is clicks-per-month, and as long as you deliver, advertisers don’t ask questions.

All these three powers affect all media in different degrees, and none of them is conductive to unbiased reporting. But little is written about this, because most of us have come to terms with the harsh reality: whether good or bad, these influences are inevitable. Therefore, the debate is not about how to obtain a completely impartial newspaper, but rather how to preserve the many imperfect ones that already exist, whose bias go in different directions and impose “checks and balances” on each other, allowing the critical reader to draw some conclusions.

This diversity is essential, and what we are seeing nowadays in the West is a growing uniformity that comes from the eagerness to please readers. Ironically, by freeing itself from the first two powers, the media is falling prisoner of the third one. The internet has turned information into a perfect competition market where the consumer is king, but as we saw here, the invisible hand is not all that good at objective reporting.

When readers demand independence of the press, they rarely mean independence from themselves. But in fact they can be the most damaging influence: not only they are apt to delude themselves in droves, but also they lack a counterbalancing view to put the information in perspective. When the Media tells the readers what they want to hear, it closes a feedback loop of partisanship and preconceived ideas that it is difficult to escape, and the investigation of an outside truth becomes secondary. This is one of the main dangers of the media today, old and new alike.

Conclusion Seen from China

I don’t know to what extent this Reader factor is responsible for the bad quality of the Media, but I am convinced it plays a main role in the perceived anti-China bias. As we saw in Xinjiang, many Western journalists were there to witness The Cruelties of the Chinese system, just like Washington journalists followed Obama to witness The Censorship and Emerging Power of China. In both cases the stories were pre-written by the expectations of Western readers, and most media Old and New followed the script obediently.

I am convinced Reader bias is at the root of the problem because I simply can’t find any other explanation. It cannot be the interests of Big Business, when most corporations have big stakes in China, and a rise of nationalism or trade wars can only bring them losses. It cannot be the interests of governments like the US, which would have nothing to gain from a rise in Chinese nationalism and militarization. It has to be that Media bias is just a reflection of the image of China in Western societies, and that both Image and Reflection are constantly feeding each other.

The World needs well grounded, reasoned critiques of the CPP policies, and particularly of its disastrous records in Human Rights. But sadly, by focusing on wrong targets and wrong timing (for example, when hundreds of Chinese were being murdered in Urumqi) the Western media only manages to alienate itself from its Chinese followers, and create even more misunderstandings between China and the West. By doing this, they are are unwittingly providing the nationalist fuel that the CPP needs to survive, and further delaying the freedom that most of us honestly wish for the Chinese.

Supposing the Media really cared about fair reporting, they could try to get more PRC journalists and readers, and listen to their opinions to introduce a counterbalance in their closed loop with Western Readers.  Supposing the CCP really cared about the image of China, they could go a long way to improve it without necessarily giving up their authoritarian power.

But let’s not dream too much, neither the CCP’s nor the mainstream media have such priorities. They are old structures coming from a different World, and they share a single common objective: to survive in times of fast change.

Chinese the most Difficult… (and 3)

In the first two posts of this series, we saw that Chinese is the last language in the World to maintain a complete set of independent vocabulary roots and a non-phonetic script to represent them, what we might call a separate Word System. For this reason I argued that Chinese may be the most difficult language to obtain full fluency, regardless of the linguistic background of the student.

But there are more interesting implications than the mere difficulty of the language, in particular cultural and political ones. Because the refusal to use loans and phonetic script is the result of conscious decisions. There is nothing in the language itself that forbids import of foreign words or use of an alphabet, indeed, there are already some exceptions of direct loans in current use that are written in latin letters, such as DVD or KTV.

Chinese has a parallel Word System diverging from the rest of the World, and the government has an active role in the maintenance of this system. However, this policy is not unilaterally imposed from above. It is certainly encouraged by the education system, but Chinese speakers seem to follow it naturally and often prefer Chinese roots even when not supervised. This is in contrast with the situation in many countries where the system tries to protect local terms, only to find that people still prefer “email” to “courier electronique”.

Anyone living in China long enough realizes how aware Chinese are of their long history and their status as a different civilization. This discourse is irritating for Westerners, because it reminds too much of ultra-nationalistic creeds back home. But it has one essential difference with those creeds: in the case of China, it is true. As we said before, China is justified to see itself as a cradle of civilization, and it is the only such culture that has survived practically independent from World mainstream till modern times. This cultural awareness is the main reason for the preservation of the language as we know it, surviving different regimes and even periods of chaos.

When we study Chinese we are not merely learning another language, we are learning the words of a parallel World, the last independent system of vocabulary and writing that humanity still has. It is the most similar experience available on Earth to learning the language of another planet. If Chinese is really so hard to learn, this should provide enough motivation for anyone to try it.

Political considerations

Mandarin is not in itself a very difficult language, what makes it hard is its complex Word System, which is for the most part not essential (that is, the language could still exist with loans and an alphabet). This System makes it hard for foreigners and Chinese to communicate, and it is a serious obstacle in the education of the Chinese. In the last century,  development has been the main priority of China in order to recover her past glory, and inefficient relics have been torn down without blinking, just like the Walls of Beijing. Chinese words and characters are the last of those obstructive monuments to remain, and by far the oldest of all. It is a miracle that they have survived till today.

The invention of convenient methods to input characters on a keyboard has made the future of the characters seem more secure, but their permanence is by no means ensured. Many famous linguists have argued for the use of pinyin as main written language and elimination of the characters from daily life, not least of them Lu Xun, or the late John de Francis. Much as I admire these men and their work, I am completely opposed to their position as a matter of principles. I don’t suppose anyone will believe me in this age of economists, even less in the China of the new philosophies, but I have this to say: Efficiency is not a supreme value. In fact, it is not even a value in itself, but just a means. And a sad means it would be to recover the greatness of China, if there were nothing left to recover.

I think it is clear to most Chinese today that their Word System is too precious to abandon it for the sake of efficiency. However, some reasonable concessions can be made which might ensure the very survival of the System in the long term. In particular, the acceptance of foreign loans for new technical words might facilitate the access of Chinese to foreign research and the incorporation of foreign talents when the real Chinese brain-drain starts in earnest. The complete acceptance of latin script to represent phonetically foreign Proper Nouns (which is already used informally) would also be a step towards efficiency without sacrificing the heart of the system, and would be of great help for all the Chinese trying to learn English.

Apart from the practical issues considered, no less important is the mentality underlying the Chinese Word System. The growing common vocabulary in all the languages in the World represents the recognition by most cultures that there is a large part of common human culture, and that, since this part is only going to become larger with the progress of technology, the sensible solution is to adopt a common language to communicate it. By deciding to stay apart from this system, the linguistic choice of China represents a stance opposed to the rest of the World, and in a certain way it perpetuates the traditional isolation of the Middle Kingdom even in the age of Global interconnection. The insularity of the Chinese internet community and the misunderstandings between cultures that have arisen from it are, to some extent, a consequence of this choice.

The part played by the language in China’s relations with the World is probably not of the first importance. But even today this part is not negligible, and with the advances in communications, nobody knows how vital it will become in the future. Ultimately, it is only up to the Chinese to decide what language they want for themselves. We can only wait and see, and hope that they find a way to stay connected with us, while preserving their unique heritage of Words.

Han Han and the Big Misunderstanding

I saw on ESWN this Time magazine interview of Han Han, and since I have written before about him, I think it is worth a comment. It is also interesting because it illustrates the scary misunderstandings between East and West that Kaiser Kuo warned against recently. This is, in my opinion, the key passage:

…despite his youthful bravado, Han, who has published 14 books and anthologies, generally stays away from sensitive issues such as democracy and human rights. His calculated rebelliousness, says Lydia Liu, a professor of Chinese and Comparative Literature at Columbia University, exemplifies the unspoken compact his generation has forged with the ruling Communist Party: Leave us alone to have fun and we won’t challenge your right to run the country. "He is known for being a sharp critic of the government and the Establishment but he isn’t really," says Liu. Instead, she says, Han is a willing participant in a process that channels the disaffected energy of youth into consumerism. "The language in his novels and the narrative strategies are very easy to read," says Liu. "Basically it’s all the same book."

Before judging the literary value of the writer, Mrs. Liu makes a moral judgment of his rebelliousness: It is not intense enough to her taste, the issues he deals with are not sensitive enough. I think I’m not too far from the truth if I say that this summarizes the opinion of  a large part of the academic community, and by extension of mainstream Western opinion. You may have noted that Ms. Liu is an expert in literature, not in politics. But when it comes to Chinese politics, we ALL know better than them.

Hecaitou’s blog also posted the interview and we can see some Chinese discuss it among themselves. Allowing for the odd troll, it is a fairly balanced discussion, as expected from an intelligent Chinese forum when they don’t feel observed by Western eyes. Perhaps the 2 most significant comments, that give an idea of the atmosphere, are:

- Compared to those who were criminalized for speaking, Han Han has no courage. He only teases, doesn’t dare to speak about the system.

- You mean, he needs to be a martyr? To fight for your rights, even if it is just a bit, to obtain awareness of citizen dignity, all these are matters that require someone to capture them. To be able to speak from within and disintegrate this system, that is the real master.

A large part of the misunderstandings between East and West come from the unreasonable expectations we have of each other. In particular, Western opinion expects of Chinese public figures to fight heroically and even suicidally against their own government. The Chinese political system is so evil, the logic goes, that any public person worthy of our attention should be dedicated to fighting it.

Now, I am the first who thinks China needs political change and respect of human rights, and I greatly admire the courage of some dissidents. But real heroes should be voluntary, like Mother Theresa, and no amount of public pressure can ever create one. Even less foreign public pressure.

In case I have some naïf reader, it is just as well to inform you here that Western policies are as arbitrary and cruel in the international scene as the CCP’s are accused of being in China. And both are equally full of good intentions. Why don’t we apply the same standards with our own public figures?  Do we require of our writers to fight the system? Have they signed a compact to drive us into a consumerist slumber instead of protesting against injustice in the World?

We don’t do that. We act just like the Chinese, satisfying ourselves with he thought that “The World is unfair, but with a bit of patience and faith in the system, it will eventually become a better place”. Substitute “The World” with “China” and you have the mainstream Chinese thought.

“Hypocrisy”, I was going to write. But I don’t think it’s even that. It is simple closed-mindedness,  the inability to see things from the other side.

Race and Sensitivity

The discussion about racism in China keeps coming back every once in a while, and each time it arouses the strongest passions. This is a post I’ve been wanting to do for some time, following the interesting comments we had in March, and as a conclusion to the Xinjiang series.

The story that sparked the debate this time is that of Lou Jing, a Chinese half black participant in a TV talent show who has been the object of racist remarks on the internet. I don’t think this is in itself significant, netizens of all countries are well known to post outrageous comments that they would never utter in real life. But quite apart from that, it is clear that there is a particular attitude to race in China that shocks many in the West, and this bears some reflection.

Because it is not just immature netizens, but also respected people with names and surnames who support jokes like this, or write comments like this. Of course, in many cases what we see is just a visceral reaction to accusations coming from the West. It is ironic and surely annoying  for many Chinese to think that, even in a field where China has always fared better than them, the arrogant, patronizing Westerners still feel justified to give them public lessons.

But after the first wave of heated comments has passed from both sides, it is worthwhile to look at things calmly, and see what is the reality behind these misunderstandings. And the reality is that it is all too common in China to hear such statements as “Uyghurs are dangerous” or “Africans are less intelligent”, or even, surprisingly enough, “whites are more capable than Asian”. All of them rather startling comments to a Western ear, but which Chinese never ascribe to racism.

In fact, most seem to follow the simple logic: “there is no problem in China because, unlike Westerners, Chinese are not racist”. This idea clearly comes from the fact that the large majority of Chinese have no experience with different races other than the studio material produced by the propaganda department, where nations are smiling children in colourful costumes. And behind it all is the “Union of the Peoples” inherited from the communist doctrine, which still stands on what might be described as the center of the country:

I am not implying that this communist ideal was not sincere. It was, and it probably still is for many people. The problem is that, while some decades ago this surely was in the vanguard of tolerance and respect, in the globalizing World of today it just doesn’t cut it anymore.

Because sure enough, the Chinese are right to say that it is not for Westerners to dictate acceptable racial attitudes. But neither is this a prerogative of the Han. Ultimately it is the peoples that feel discriminated, be it Africans or Uyghurs, who should  have a major say. For in any dispute, it is not the offending, but the offended party who decides (within some reasonable limits) what words or attitudes are insulting.

Ultimately, the development of new racial attitudes in China will have important consequences for the whole World, and in particular for its own national interests. The process is still in its initial steps, but already some key challenges are apparent: internally, as more minorities are questioning their treatment by the Han; and externally, as China tries to expand its influence in strategic regions like Africa and South America. All the soft power obtained in these areas will be worthless if the Chinese fail to show convincing respect to the peoples living there.

And again, is China racist?

So is there really a problem, and if so, what can be done to solve it? As some Chinese would have it: Is it wrong just because we say that Asians are better at math and black Americans better at basketball? In other words, is China racist?

From my own observation, China is in essence no more racist than most other countries. Which is to say, very much indeed. Because that is how most of the World is today, and how it has always been. If there is a notable difference between China and the West, it is just one of appearance: we are better at hiding our prejudice.

Indeed, in the West we censor ourselves to a point that it is hardly even acceptable to ask questions like the one in italics, which boils down to: “Do different races have on average different sets of skills?” The non-prudish answer to this is obviously yes, as can be learned from simple observation. Different races, just like different genders, tend to have slightly different characteristics, and this diversity has never been a problem for honest, open minded people, but rather the opposite.

The problem comes when obtuse individuals choose to focus partially on these differences, and then theorize them in a way as to satisfiy some low psychological needs. And at times such individuals have even convinced enough people to be able to rule their country, invariably leading it to ruin and to shame. From old Sparta to imperial Japan, history shows that short-sighted ideas of ethnic purity do not yield best results, groups based on those premises consistently falling behind the creative power of diverse societies.

So, knowing that in every country the obtuse are legion, what has the West done to prevent those outbreaks which oppose diversity and “brought untold sorrow to mankind”? Recognizing that human stupidity knows no bounds and cannot be eliminated, Western societies have instead learnt to sweep it under the carpet. And in an amazingly short period of time, in the second half of the XX century, they have developed a series of norms to regulate speech, enforcing them through the power of the socially acceptable. This non-written code, derisively known as PC, ensures that individuals can remain as prejudiced as ever, but will refrain from making it public, or else face social exclusion.

In the meantime, China’s insular society has never really felt up to now the need to develop these restraints, and so its racial prejudice is able to run free in conversation, shocking the sensitive ears of the occasional foreigner, and earning little goodwill from the peoples they are supposed to befriend.

Should China follow the West?

There is a natural resistance from the Chinese to adopt any kind of PC solution, mostly because they don’t feel the problems described apply to them: in the history of racist madness, they were mostly on the receiving end. And it is fair to say that, as a people, Chinese have always been one of the most tolerant, accepting different religions and cultures at a time when their counterparts in the West were already going berserk to eliminate the infidel. Why would such a civilized society need to apply the same rigid standards of restraint as the wild West?

It should not, in my opinion, and China is right to ignore upfront many of the Western over-reactions. In a healthy community there is nothing essentially wrong with calling a black “black” or a yellow “yellow”, like Chinese and other peoples do. The complex, guilt-ridden American style PC is best suited for the conditions of that particular country, and should not be forced onto the Chinese.

But this is not to say that the system should not be improved. From my observation of some of the affected communities in China, it looks like the present state of affairs is far from ideal. Chinese should work to modernize their rusty, communist era conceptions and little by little come up with a more realistic, more equal and less condescending racial attitude that will be key for the success of the coming challenges, internal and external. And the State alone cannot undertake this modernization. Like in the West, it is society at large, with its authors, and celebrities,  and other public role models that should join in the effort.

Chinese have a golden opportunity now to build their racial attitudes starting almost from scratch, from intelligence and generosity rather than from guilt, and to regain the image of tolerance and good sense in international relations that their country has deserved.

Mobile phone and Dissent 2.0

One more from the fantastic world of China mobile.

These last weeks I have encountered what has to be the weirdest form of political activism ever tried in China.  It has happened twice, each time on a Sunday afternoon. It comes in the form of a phone call from an inexistent number. A very professional recording, with the same neutral feminine voice of all China mobile announcements.

First it gives some news about China, the kind you wouldn’t see on Xinhua. Both times I was walking on noisy streets and couldn’t get all of it, but  I did understand well the following item, which gives you a general idea:  ”A rock has been found in the province of Guizhou that bears some ancient natural marks ressembling the characters “gongchandangwan” (the CPC is finished???)”

The funniest  part is the end of the recording, where the voice gives you the typical voice menu that goes exactly like this (sorry for the pinyin, the characters would get me blocked again).

  • Nin xiang tuichu gongchangdang qing an yi.
  • Nin xiang tuichu gongqingtuan qing an er.
  • Nin xiang tuichu xianfengdui, qing an san.

Which is standard menunese for these 3 options:  quit the CPC (press 1), quit the Communist Youth league (press 2), quit the Young pioneers (press 3).

It is very strange that I should receive such communications, as I am obviously not part of any of the 3 groups. The only explanation is, like usual, that I am too liberal with the use of my name card and I must have handed it to some friend in the resistance (unknown to me). Otherwise I can’t imagine how they got my number, which is not related  in any way to this blog.

In any case,  I must admit I was too nervous to press any of the 3 options, as images of a modern  “hundred flowers” movement flashed through my mind. Later I have been asking around to my Chinese friends, and at least one of them confirmed she got similar calls to her landline in Shanghai,  causing some minor  panic scenes with her post-CR parents. We are still wondering what happens if you choose option 1, I don’t know of anyone who tried.

Anyone out there has experienced this? Have you tested the options? Is this, as I suspect,  from the FLG?

In any case, I doubt very much these modern forms of dissent can be really effective. China Mobile are notoriouly bad at solving your problems on the telephone, and this 60 years old problem seems too large even for them to tackle. This does confirm, however, that China Mob has much less control over the content of sms/voice messages than I imagined. This campaign has been going on for at least 3 weeks, and I am sure the company wouldn’t approve.

Lessons from Xinjiang: The Deep Roots

eeeee One of the essential purposes of a government is to ensure the safety of the citizens and, from this point of view, the Chinese government has failed spectacularly in Urumqi.

To begin with, it did not afford sufficient protection to the Han victims during the night of 5th July. Some wrong decisions were most likely taken during the crisis, and the leaders of the forces of order owe at least some explanation to the Chinese.

But the CPC has failed in a more crucial way, which cannot be ascribed to simple human error in time of emergency. It has failed to create the conditions for the peaceful coexistence of the Chinese; it has failed in the very objective that it states as its own: the creation of a harmonious society. 200 Chinese killed by Chinese are the clear proof of this failure.

I will analyze in this post some of the reasons why the interethnic policies may have failed and what can be done to  improve the situation. There are many good arguments both for and against the independence of Xinjiang, which would make for a fascinating discussion, but I will not touch the subject here. Whatever the theory says, the reality is that Xinjiang is and shall remain Chinese for the foreseeable future. Large numbers of both Han and Uyghur can equally call Xinjiang their homeland, and these peoples have to learn to live together for their own sake. Let’s try to be constructive and see how this can be achieved.

The intentions of the CPC

I began by saying that the government has failed, which is obvious. But to be completely fair, interethnic relations is an extremely difficult area where almost every government in the World has failed to some degree. Looking at the region where Xinjiang sits, and comparing with interethnic and interreligious strife in similar nearby countries we have to acknowledge that the record of Xinjiang in the last 20 years is far from catastrophic.

Some argue that there are no worse problems –fundamentalism, suicide bombings, war- just because the Han are repressing the Uyghur population to inhuman extremes. This is easily proven wrong, and anyone who has been to the area knows this much. Moreover, a simple look at the World can tell us that even the most extreme repression by the army does not guarantee peace, but rather the opposite, as seen in Uzbekistan, Chechnya or Palestine. It is not mainly force, but prosperity and stability that have kept the Uyghurs silent.

The party’s interethnic policies have failed, but the very existence of these policies and their actual enforcement speaks a lot for the nature of the CPC’s intentions. The clear goal of the party is to guarantee China’s unity, stability and harmony, it is not and has never been to impose the supremacy of the Han. Granted, China is an authoritarian regime, and individual rights are not always respected, in Xinjiang or in any other province. China needs democracy and rule of law, but this has nothing to do with the oppression of the Uyghur by the Han.

Interethnic policies

Let’s take a look at the essential of these interethnic policies, which mostly come in the form of positive discrimination: 10 added points in the gaokao exams for access to university, partial exclusion from the single child policy, quotas (but rather low) in the administration and, most surprising of all: an explicit policy of lenient treatment for non-political crimes, which is known to all Chinese in the form of the common assumption: “be careful with Uyghurs, they can carry knives”.

Another group of policies are the ones destined to avert the danger of Islamic fundamentalism. These include prohibition to wear headscarves and other religious attire in schools and government buildings,  prohibition for under 18 year olds to attend prayers at the mosque, and strict control of the clergy. While we can accuse these policies of offending sensibilities, we might as well say that France has a similar headscarf prohibition, and that China is consistent with its clear principle of forbidding religions to engage in politics. An enlightened rule, in my opinion, more so in a place where there is reasonable grounds for fearing religious fundamentalism.

Other more recent policies, decided by the maximum leader of the party in the region, Wang Lequan, are less justifiable. In particular the one related to having all the schools teach solely in Mandarin makes no sense and can only spark resentment among the Uyghurs. The logic of this decision is that all citizens need to be proficient in mandarin, but this point is not technically sound, as it has been proven that a full bilingual education from early age is compatible with proficiency in two languages.

Grievances

One interesting point in the conflict of July and its aftermath is that it was never made clear what exactly the protesters wanted. The WUC had plenty of media time, but it didn’t present a consistent program. Kadeer dedicated her appearances to send out casualty figures and to deny her role in the events, relating them to the Guangdong incident. As a result, it is difficult to know which of the Chinese policies are most resented by Uyghurs, other than being “colonized and repressed”. The absence of a moderate Uyghur voice makes things very difficult to understand, another consequence of the heavy handed government of Wang Lequan.

In any case, it looks like it is not so much a matter of one policy in particular, but a problem of attitudes between the Uyghurs and he Han. A problem of integration and mutual misunderstanding that is so typical of interethnic conflict in any Western country, rather than a conflict between the oppressors and the oppressed. This is consistent with many of the observations of foreigners living in Xinjiang.

Much has been written in the West about positive discrimination, and you might be familiar with the kind of problems it can create. There is a natural reaction of resentment in the poorest elements of the majority group at what they see as unjust favouritism towards minorities. But worst of all, policies such as “2 restraints, 1 leniency” lend themselves to abuse and often benefit the worst individuals in the minority, starting a vicious circle of negative selection.

In China positive discrimination is particularly vicious because the Han, encouraged by the official media, tend to take these few concessions as a definitive proof of their generosity towards the Uyghurs, which then gives them carte blanche to engage in all sorts of discriminating behaviours, in many cases not even realizing that they are being unfair.

The Uyghurs react to this perceived –and often very real- discrimination by adopting the role of eternal victims and recalling the invasion of the bingtuans, or the dilution of their people, which is hardly a strong argument as: 1- A large part of the bingtuan population is not installed in Uyghur areas, 2- The Chinese have been doing bingtuan-like activities in Xinjiang long before the Uyghurs even arrived and 3- Chinese companies  have all the right to establish in any areas of their country as long as they are not forcefully expropriating the original owners.

Some possible solutions

In conclusion, I think this is not so much a matter of bingtuan, oppression or ethnical dilution, but rather a matter of complete insensibility from both sides Han and Uygur, and most of all from the Chinese government in Xinjiang, whose head only cares about pleasing Beijing.

I know the really important problem – lack of democracy and rule of law - will not change in Urumqi until it does in Beijing. But without looking so far, I have some modest suggestions to the CPC of Xinjiang that should be easy to try and improve the situation.  All relatively simple points, more gestures and attitudes than large power concessions:

  • Don’t forcefully modernize Kashgar declaring it backward.
  • Don’t force monolingual schools on people for their own benefit.
  • Impose 100% bilingual schools for all in majority Uyghur areas.
  • Stop, progressively and with tact, the leniency policies.
  • Enforce the laws against discrimination in job postings.

But most important of all, I have one advice for the government of China that is not restricted only to Xinjiang: Actively promote mutual respect and understanding among different cultures and races.

This ability is seriously lacking in most Chinese of all ethnicities, as this essential part of their education has for years been substituted by clichéd touristic dances and children in costumes. This spells trouble for China not only with the minorities, but also in other regions where it wants to earn respect and expand its influence, like Africa or South America.

Of Language and Culture

It is common knowledge that studying a foreign language involves studying a culture. Consciously or not, that is the main reason why people enjoy it. If it weren’t for its cultural content, a language would be little more than an empty set of code-words and rules designed with an exasperatingly faulty logic. And learning languages would be just like memorizing the phone directory, useful knowledge in some situations, sure, but hardly worth years of study.

But languages are vehicles of culture, and that is why we find them fascinating. When you study a language, and especially when you study it in its natural habitat - in a country where it is the mother tongue - you are continuously absorbing the elements of that country’s culture. At the surface level, these learnings are obvious, like when your local barber tells you the story of the Old Fool and the Mountain. But there are deeper levels where the language in itself, through its structure and its semantic relations, carries a cultural load that may go unnoticed by all but the most careful students.

During my practice for the HSK exam these last months, I went through thousands of new words and hundreds of chengyus (the ubiquitous 4-character constructions/idioms that Chinese use almost like words). And when I was fed up of memorizing I would let my mind drift for a while, musing over the learnt vocabulary, and sometimes I ended up finding unexpected meanings.

Here and (perhaps) in future posts I will copy some of the notes I did while studying. Some are just funny misunderstandings, some come loaded with philosophical connotations, and some are surely just the result of my own imagination. Warning: I will indulge in some vast generalizations and home-made anthropology, please bear with me and add your righteous insults in the comments section. Here’s the first three expressions, all baidu linked for examples:

下不了台 - Xia bu liao tai

This is an expression in Chinese that literally means:   Cannot get off the stage. It is used when somebody is embarrassing you in public, particularly when somebody says things that make everyone focus their attention on you. Then he is scolding you, or praising you, or otherwise treating you  ”xia bu liao tai”.

It struck me as very Chinese in the way it is used as a negative expression, similar to the English to embarrass. But in English the negative expression is  more often the opposite, to be “upstaged”  (ie. sent to the back of the stage). Which comes to illustrate this difference between Western and Chinese individuals, the former generally enjoying some degree of public attention while the latter prefer to pass unnoticed and blend in the crowd.

英伦三岛 - YingLun San Dao

This is one of the most perplexing expressions I have come across in Chinese. It literally means “The three islands of England”, using a phonetical approximation of England (“Yinlun”)  that strikes me as pedantic, as it is not the usual name Yingguo 英国.

But the pedantic speaker (or the “Autentic Engrish Vila” advert) is, I am afraid, making a fool of himself. I might be missing something, but last time I checked England was not an island, nor were there three islands in the British Isles, however you look at it. The garbled definition on Baidupedia doesn’t help much either.

This seems to be an old expression, so my guess is someone in the times of the Qing decided thatEngland was a Kingdom of 3 islands. And no amount of  insistence nor letters from ambassador Macartney would change the minds of the mandarins.  So I believe this expression shows another particular trait of Chinese culture, and particularly of Chinese politics.   It can be summarized in the phrase  ”This is what the party says, and we don’t care what reality thinks”. A nice little example with pigeons can be found here.

北京,背景 and the tones of English

This one is a problem of pronunciation. I have observed that everytime I hear the word bèijǐng (背景), meaning “background”,  I automatically think of  běijīng (北京), meaning “Beijing”.  And even though I am perfectly aware of the tones employed by the speaker  (the 4th tone in bei is usually very obvious),  I still can’t help myself from thinking of the city of Beijing, and often pushing the misunderstanding to absurd extremes.

After many times of unconsciously making this mistake, I came to the consclusion that I was influenced by the English pronunciation: Usually when we say Beijing in English we tend to pronounce it in a way that sounds almost like a 4th tone/3rd tone,  that is “Bèijǐng”.  So inevitably my brain is hard-wired to associate this sound with the capital of China, and I am lost in conversation everytime it comes up.

And one question in case somebody knows: what tones do we normally use when speaking in a non-tonal language like English? My guess is that most of the times, in neutral, non interrogative sentences, we use a combination of the 4th and the light tone for the stressed and non-stressed syllables respectively.

The War of the Internets

So there you are. July 1st passed without any major incident and the famous Anonymous Netizens didn’t show up. I am as blocked as ever and the Nutty Nannies of China are still running loose on the web, unimpressed by the headless suit .

I cannot say it is a surprise, frankly the chances of anything significant happening were one in a wan*. As I said in a previous post, these anonymous Netizens are not Chinese, but Western, from the mostly American chan boards, in particular chan888 (no link here, I have enough trouble as it is with the GFW to get me the hackers as well). These guys surely had some Chinese to advise them, but the initialive looks entirely Western, and the style was very similar to their -quite succesful- attacks on Scientology.

There are at least 2 reasons why their attack on the Chinese censors was destined to be a failure: In the first place, China is not a website that you can hack, it is country, and pretty massive at that. You could manage to confuse the GFW for a while with some coordinated attacks, but that would not change the - mostly offline - internal censorship of Chinese websites, which is what really matters here.

Secondly, the kind of attacks that the Anonymous do are not applicable in China, because they are based on giving negative publicity to the victim. But this country is already such an accomplished expert in creating PR trouble for itself, and in the most prominent media in the World, that one occasional attack by hackers, no matter how succesful, would hardly make any difference.

The China Internet Isle

But there is one fundamental reason why these Western initiated internet attacks have no hope of succeding here. The internet is a very powerful tool of social mobilisation, but only through the voluntary participation of the netizens in one community. The power lies not on the web itself, nor on its pirates, but on the millions of users that get connected for a common cause.

Let me remind you here of that misunderstanding that got my blog blocked in the first place: A famous New York newspaper took me for a Chinese hero fighting for Liberty, and then the censors of China agreed with it. Following that glorious moment of Chinayouren, I got some fellow fighters offering all sorts of contributions to the cause, such as banners to hang on websites. You can see some in the comments here .

It became clear to me then the little awareness in the West of the significance of the Chinese internet. The Chinese internet is not only the single largest national community of netizens, it is also a largely isolated island, with very few connections with the outside World compared to its size.

Partly for language reasons, partly because of the GFW, but I guess mostly because of cultural differences, the Chinese live on a parallel dimension of the web. They don’t use the facebooks, or Youtubes, or Yahoo news, or IRC chats. They have their own means to communicate on the internet, and this largely excludes interaction with people outside China.

And that is where the problem comes. It is the same situation for a company seeking to advertise itself on the Chinese internet as for a social movement who tries to push its way here: you need to be inside the island to have any impact. You need to understand the Chinese and they need to be part of your idea, and only when the wans of Chinese feel that this movement belongs to them, only then the internet can become the most terrible of weapons.

So yes, I do think the internet has still its last word to say in China. But I am pretty sure that when this happens, it will be a Chinese initiative.

*I coined this the other day. Wan is 10,000 in Chinese. And yes, I find it hilarious.

Is China racist? or new PC colonialism

This discussion on China Geeks caught my eye, mostly because it is one of the few that has managed to engage the real Chinese blogosphere to interact with us foreign China blogs. And no less than hecaitou, a respected blogger in both the Chinese and Western communities. Unfortunately, the results are rather discouraging.

It all started when some Chinese blogs, including hecaitou, posted this image, which was picked by Chinageeks in a post titled “racism in China”. Hecaitou responded rather energetically to the pingback, writing a new post, and then commentators from all sides joined the party.

The discussion about whether Chinese are racist or not is a never ending one, and it has been commented to exhaustion already, for example in the FM blog.  It usually degenerates into a series of “you worse than me” counterexamples, as American/Chinese national pride quickly takes over any serious attempt of debate.  Rather  than racism, the misunderstanding comes from a different perception on the limits of the socially acceptable (ie PC). China Underground: the Review

china-undergroundI first read about  “China Underground” last Friday, during my daily browse of the China blogs. I had never heard the name of Zachary Mexico before, but the review on  China Beat made me feel curious, so after work I stopped by the Garden bookshop and got my copy. Only 24 hours later I had been to a speech by the author, queued at the Shanghai literary festival to get his autograph, and finished reading his complete works. I guess this qualifies me as his fastest fan.

Over the weekend I spoke with a few friends about the book and I could  feel some resistance. Some China hands clearly disapproved of the cover’s pop approach to a grave subject like the Middle Kingdom - a friend of mine from New York even warned me against what looked like “an East Village poser”.  All this probably explains why the few  who had actually read the book were so excited about it:  they weren’t expecting it to be readable in the first place.

Not having any kind of prejudice against pop illustrated covers, I found the price tag fair and the promise of a fresh perspective on China exciting enough to give it a try.  Here’s the results. Click to continue »
